Outdoor living in the Central Valley is a shade problem before it is a design problem. An uncovered deck in Hanford is unusable for most of the hours anyone wants to be outside, which is why the majority of this work is covered structure rather than open platform.
Anything attached to the house is a structural connection and is permitted as one. A ledger fastened incorrectly is the single most common serious defect in residential outdoor construction, and it is not visible once the decking is on.
Material choice is worth a real conversation here. Intense sun and very low summer humidity are hard on softwood and hard on some composites, and the right answer depends on which side of the house it is going on.
